That sounds about right. His body is missing and he fell in the water. Not to mention, Tahm was mentioned to be a part of this event.

More likely he would have made a deal with the "bearded serpent God-thing" to reincarnate himself in exchange for a service (sacrifices?). I say this due to how she was repeadetely brought up in part 3. There was also that tentacle that was mentioned to have appeared while graves was swimming away.
