Now i dont have in game footage but twitch's Q is a 10 sec invisibility and you could literally recall without people seeing you if they are not close i think riot should look at this honestly the buff is enough but letting this thing slide is just broke being able to have free MS and be invisible is just broke enough but letting him be able to Q and recall while invisible is just broken considering its only a 14-15 second ability.

It goes up with each point put into it.
4 seconds is like 1 point in it.

Also when i played him there was a mastery that decreased recall by like a second.. so if you recalled as soon as you pressed Q it would work.

You can do that on live already. Nothing new. You can get through almost the entire recall (or later, literally the entire recall) before uncloaking.
It's even better than the PBE version because the only time you need to do this is when you're being hunted, which is exactly the point when getting decloaked for people getting close completely fucks you.
