Is it possible that the better conditions could breed more players from the east coast to be plucked from challenger?

If someone is pro enough to be in Challenger, even with their ping, they would still be at least in Master.
(Not counting unplayable ping, but then, I assume even normals are hard to play, let alone ranked.)
