Brand doesn't get passive mana for killing a unit with initial ability?

This seems very counter intuitive to me, especially because I often use my abilities to finish off minions I've whittled down in lane with auto attacks. I don't want to feel punished for either having enough AP to clear the back line with one W or managing minion health so that my W will neatly clear them.
