Zilean One of the only champions that still has an awesome lore, was once my favorite champion Got absolutely wrecked by his rework

Lets take that awesome lore, and make him into the time-crazy sorcerer we all want to see.

Passive Chronodisplasia Zilean has 25/30/35% reduced time spent dead. Zilean sees the past. Zilean has vision where he was 3,5, and 7 seconds ago. He also sees the past of enemy champions that he has hit for 7 seconds.

Q Time Snap Places a malicious rune on a target unit. After four seconds the rune detonates, all enemies that were near that unit when he placed it or at the end of the duration take magic damage. If a rune is placed on a target who already has a rune on them, they both tick down separately. Enemies who are hit by multiple detonations within 4 seconds take 30% reduced damage.

Funcionally, time bomb in two areas, with a nerf to double bombs

W Rewind Reduces the cooldowns of zileans abilities by 10 seconds. He may reactivate Rewind within 3 seconds to return to where he was when he first cast Rewind.

Leblanc/Ekko esque, but no damage. Initial active same

E Time Warp Self cast: Target gains 55% movement speed for 3.5/4/4.5/5/5.5 seconds. Enemy cast: Target is slowed by 55% for 3.5/4/4.5/5/5.5 seconds
