What's the best way to counter being zoned?

I played a game against a Graves/Sona Bottom lane. Graves appeared to be running flat AD runes. However, I got zoned so hard. What's the best way to come back from missing so much CS?

I mean if you can't poke them you have to ask for a gank. Usually doing this means they're overextended and gankable.

Picking up the new starting item, Cull, will help you increase your gold income. If the wave is shoved towards the other side, you can run into the jungle and grab krugs quickly, or call your jungler for a gank to shove the wave to their turret (which resets the minions closer to your turret). If you're having trouble farming under turret, try to keep the minions just outside from hitting it (even if it means tanking). If there's no way the enemy bot lane will allow that and you're struggling to farm under turret, flat ad always helps.

That depends who you are and how they're zoning you.

If Sona is using the bushes to zone you, ward them so she can no longer duck inside to de-aggro the creeps.

If Sona is doing a lot of poking on her own, hit her back. Once she's used Q+Staccato, all she has is mosquito bite AAs. Hit her back - Sona is squishy and you can probably outrade her, or at least force her to use W (which will eat her mana).

If you are playing a tanky support with any CC, she is very easy to engage on (slow, big target, no reliable escape), and believe me after getting dark binded twice or hooked and forced to flash, she'll calm the F down.

If Graves is poking you, fight back with your lane partner as he's relatively short range so you should be able to punish him. In this specific match up, that would force Sona to heal him up, and her heal is a mana sink so you're effectively lowering her ability to poke you down (by a lot).

If they position aggressively in lane, call for a gank - if you get a kill, or their flashes, or his heal, or her ult, or any combination of those, they will be forced to play more conservatively.
