Punishments For Not Selecting a Champion in Champion Select?

Recently, I joined a Solo Queue Game and once everyone joined the Chat Room, I called Mid. A few seconds later, someone else calls Mid and Auto-Locks Yasuo. I pointed out that he Auto-Locked, yet I didn't want to go ahead and pick my Mid Champ in retaliation. So, I decided to keep from picking a Champion at all until I figured out where I fit into the game. No one except for the Yasuo was Locked In, so we spoke about what I could do while time ticked down. There was only Top and Jungle left, but my Jungle is Throw-Worthy, and I've never Topped. While everyone was deciding on who I would switch with, time runs out and I get punished for not picking a Champion. I don't really regret anything because the Match would have been lost if I had picked a random champion, yet I'm not sure if discussing where you would fit in to help the team results in punishment. I understand why the rules are there, and why you could get punished, but why am I being punished for trying to keep from picking a random champion I've never played and throwing the game? Perhaps the Punishment System could be edited to where upon one Dodge, you get a warning with no Time Penalty, yet the second one in the same day results in one. This way, players could avoid playing a role they aren't comfortable with just to end up being easily outmatched, possibly even feeding. However, if in just one day, they Dodge once again, it could be considered something other than simply wanting to give their team a fighting chance, possibly even trolling.

TL:DR - I got punished for not selecting a Champion because I was discussing where to go with my team. I believe the first Dodge of the day could result in a simple warning without a Time Penalty, yet the second one in the same day could be taken in a form of simply being selfish and only wanting their specific role, and therefore punishment.
