Talon Taking Smite Fix THIS RIOT

First game I had this Talon on my team he did pretty well but our Garen had to afk leaving 3 of us squishies and an Aatrox. We lose, it was whatever but Talon was super ahead that entire game. He wasn't taking my camps so I didn't care too much, but I noticed he got talisman and his typical refillable. So the little trick is: he steals raptors. By the time I hit level 10 he was already 13.

Against a Talon I know to: Ping MIA. Ward. Shove the wave and try to make him lose out on exp. I was even on voice so I would do both and tell them what direction I had seen him last. I tell my jg, this talon will be at his raptors every opportunity he gets. By the time I would finish shoving the lane, pulling out red card, q'ing, and shoving as fast as I could, he would walk back after roaming, use his tiamat and W for a full wave clear. Talon was nearly impossible to kill by 15-20 minutes having completed 3 and a half whole items before most people had completed their first and second. I'm not saying nerf Talon(even though he probably needs it), I'm saying FIX the JUNGLE. Note: This was my second time playing TF I literally just got the champion. Yes, I tried to follow him but when I did, I would be punished with a threat to my tower going down for being away.

-We tried to take objectives, Talon stole because he was higher level. -Yes I know what gold card does but Talon wasn't stupid either. He was very aware that a gold card in a team fight meant shut down, or he would wait for me to use it on another one of his team mates then act. 3-5 seconds CD on my W was enough time for him to use it and kill whoever was out of position. If there's a way to deal with this: I'd love to hear it. I'd be grateful. I am tilted/angry, yes because I didn't know how to deal with it. Do I follow him around and lose exp. and towers because he can kill me and get to lane faster or stay in lane and try to shove as fast as I could?
