Is it good with Malzahar's E and Brand's Passive?

Is it good with Zyra's plants constantly re-applying it?

Or is it good on burst champions like Annie? (I kinda doubt this last one)

If used on Brand' blaze, how much % damage does it inflict total with his Passive and the item's passive combined?
