Can Tier 2 boots come back?
Cuz they were cool and why did they get removed at all?

You mean Tier 3, right?
The enchantments were removed because Riot wanted to add more movespeed items to the game and make Homeguard available to everyone.
The latter was fixed by simply removing that one enchantment option. The former made players have to invest more gold into movespeed if they wanted to go fast.
Tier 2 boots are things like Mercury Treads, Boots of Swiftness, etc.
"Tier 3" boots are Tier 2 boots with enchantments like Alacrity or Furor. They were removed because the only enchantments people bought were the Homeguard ones. I wouldn't mind seeing them be re-added though, I thought they were interesting although they could use a few small tweaks.
We already have Tier 2 boots ...
Enchantments were Tier 3 boots.
