This puts lanes like top in such a difficult position early game. You're removing so much vision opportunity from the game, (e.g. jungle wards), and not injecting other ways to obtain wards. You need to reintroduce stealth wards back in the shop, because if we don't see other ways for laners to obtain vision without being support, than laning phase will be hell for a lot of players.
No IDEA why this went through. Solo warding already had high cooldowns, now you're adding 30s on top of that? Jesus. Not everyone is support Riot.
