% armor reduction comes before % armor penetration. the % armor reduction also scales MULTIPLICATIVE and not additive. which is why a lot of people in this thread get the wrong numbers.
cleaver on its own is often not the wisest choice now compared to lethality. the stat is going to get buffed next patch aswell.
last whisper + black cleaver + his spin shred in your scenario would reduce the enemy armor down to about 82.
against really tanky teams, who stack massive amounts of armor this is something you can do, if you want. though against squishier targets, last whisper will add almost nothing to your build.

read up on the wiki and do the math yourself.
its an armor multiplier of (1 - 0.25) * (1 - 0.3) = 0.525 on bonus armor and base armor for a full cleaver + his spin shred.
and then you take whats left of the bonus armor, multiply it by 0.55 (45% pen), and add the new values of base armor and bonus armor together. after everything its around 82 left on the enemy for garen.

GeminiRune1 votesI'll assume it's 100 base + 100 bonus. The total scale would be a 55% armor redux (if separate stacks) of 200 armor: 90 Armor 35% Bonus armor redux of the 100 bonus armor: 35. Pretty simple Which would mean the enemy would be taking autos as if it were 55 Armor.

(80% arReduc = 40 Armor) + 45 (bonus arReduc) = -5Armor?
GeminiRune1 votesI would assume the Urgot debuff is a current armor redux before Last Whisper application. So adding the 55% Garen shred, then the max scaled Urgot armor redux (80%) then take off 35
Math time...sorta... 100(100 bonus). 80% shred. Leaves with 40 Armor. Last Whisper Application ignores 45 of that (forgot LW's bonus armor redux for a sec). So it'd be like hitting them for -5 Armor...which is true damage then. Brief but true
