Are key fragments bugged?

I haven't gotten a single key fragment in almost 2 months now. I play league almost every day and have been getting a lot of wins lately and a lot of s rankings. Currently sitting on 3 chests i cant open (about to be 4) and still never get a key fragment. Is my account bugged or why am i no longer receiving keys?

The rate for getting one decreases as you earn them - the drop rate resets each month. So yes, it probably does feel like you haven't received one in forever since the drop rate for May is probably abysmal this late into the month.

Oh, and queuing as a group increases the drop rate too (I think, just got anecdotal evidence on this one).
