Honour Capsules & Fragments

It was expressed that we'd be able to earn the same number of key fragments with the honour update, i.e. 12.

Does this include key fragments within honour capsules, or will we be able to earn 12 fragments directly, and then still earn some number of capsules for extra fragments on top of that first 12?

Are there limitations on the number of capsules we can get per month?
