Party Rewards working?

Has anyone actually managed to get an ip multiplier reward that actually was a multiplier yet?

I've gotten a handful of bonus ip in the form of +8 and +(other numbers less than 20) as a party reward apparently, but in the dozenish games I've played in a party (across a few accounts), I've never had a multiplier. I'm wondering if perhaps there's a bug that is making the rewards give an additive +x instead of multiplicative *x?

Also, can any rioters confirm if games that end in a team surrendering are eligible for party rewards? I've seen some people say that if the game ends in surrender, you can't get a multiplier in order to prevent some sort of abuse where people agree to surrender at 20, but the majority of fairly played games end in surrender too so that seems like a weird restriction if it exists.
