PATCH 5.X
hello summoners,
welcome to patch 5.X THE PERFECT PATCH!
In this patch we the summoners of league of legends, in order to form a better and more perfect rift, will endeavor to establish buffs, insure nerfs(for the sake of tranquility) and provide for the common fun!
So without further ado(or near plagiarism for dramatic effect), lets start at the beginning.
As this is(obviously) a fantasy patch, set to take place in the near(to distant) future. I encourage and appreciate any constructive criticism and any suggested additions to these notes; I want this,ultimately, to be the patch WE ALL WANT.
You'll see that my changes are different from most patch changes in that they tend to lean more toward "utility", rather
than "pure stat" tweaks. The reason for this is two-fold: for one i couldn't find some of the numbers i wanted to tweak, and two i believe that from a "feelings" standpoint removing 5 movement speed or decreasing a cooldown by .025 seconds(though perfectly effective) is far less interesting and satisfying than some of the changes I've suggested here.

CHAMPIONS:
bigger is better
"cho'gath gets bigger with more stacks but his Feast range doesn't, that's always seemed odd, now cho'gath's feast range is
calculated form the edge of his character model(roughly); now it won't seem like you're feasting with other parts of your
body....CLARITY!
Feast-range now increases with the number of stacks(equivalent to character model growth).

"galio is a big slow, lumbering, statue. But he's supposed to be. However his spells are are so prohibitively slow that he's
almost being punished for casting spells. by speeding up some of galios actions, he can now be more interactive. action!"
_ Resolute Smite_- now moves faster
_ Rightous Gust_-can be cast while moving
kite more noob
" kalista is the queen of kite and when you add a very safe execute to that, well it can be a little daunting, so we've
shortenend the range a bit so if she wants to secure the kill she'll have ot work for it. Rend- range reduced to 700
silence is back! Now with resets!
"kassadin has been getting alot of adjustments lately, most in the form of nerfs, but now with the changes to silence effects (see below) we feel that we can give back a bit of that old anti-mage feel, and to keep with his assassin style kills and assists now reset his nether blade(cause no other ability could safely be buffed)
Nether Blade- silences for .25/.5/.75/1/1.25 secs. also resets on kill or assist
ward hops kill wards
" lee sin can do it all, AND safely, well now he's not ALL upside."
Safeguard-using safeguard to hop to a ward will now destroy the ward upon landing and generates no sheild.
prey seeker now slows, THERE YA HAPPY?
"to stay with the direction of "utility over damage" we've added a slow to reks burrowed Q, and because kha'zix"
Prey Seeker- now slows the first unit hit by 8% and slows any "splashed" units by half that
Cutthroat now cuts throats again
"this isn't as broken as it seems(see below)"
Cutthroat-slow removed, now silences for .5/.75/1.25/1.5/1.75 secs
passive now has AP ratio
"vel is a pretty good support, but only a mediocre laner; adding a slight ap ratio should give him better solo lane presence without turning his suppor shirt into carry pants.
_ Organic deconstruction_- now has an ap ratio of .2
higher cooldown on shuriken
"Zed is at heart a melee assasin, so to make this melee assisin feel more melee and focus more on assassinating players than clearing waves; we've reduced the number of shurikens he can throw early, so he has to play more melee."

SUMMONER SPELLS:
"these changes are meant to give a bit of a boost to some of the less seen summoner spells and more clearly define their purpose.
Barrier:now reflects 30% of shielded damage
Clarity: now restores 30% imediately and 30% over the next 15 seconds
ABILITIES:
Silence: no longer effects summoner spells or 0 range self cast spells. but will interrupt channels and prevent all other spells for the duration.
"Silence has been such a strong ability that it had to be removed from most champs who had it and very carfully monitored on the champs who kept it. with these changes it should remain a very impactful ability but should be far less meta warping. Some examples of its new interactions, it will knock Yi out of his heal but not keep him from using his ult. it will however keep ziggs from doing anything but flashing away. "
