It's pretty underwhelming, and only really useful on tank supports, which are inherently not very good right now after tank item nerfs. After the health nerf on practically every tank item, the 5 percent bonus health is negligible, and even worse it doesn't live up to it's name. A pact is something that benefits both parties, but in this case the person taking it is severely gimped by not taking courage or grasp. My idea to buff it would if an ally is being healed by it, you also are healed for 1/5th or the healing, and the more allies being healed, the more healing you get, up to full amount if your entire team is getting healed. This way it further encourages team play, correct focusing of targets, and actually benefits the person who took the mastery.

or yet you can abuse the support items that procs special effects on heals since it is considered a heal and possibly get a item 3193 and double the healing in a team fight [slayer-pantheon-popcorn]

I'm not convinced that it is bad but it is sufficiently niche that only a handful of supports can make good use of it AND relies entirely on the player who doesn't have it to understand how to use it properly. While I certainly wouldn't object to getting some healing for the support too it puts even more of the weight of the keystone's power onto the allies. The other thing is that it could potentially get out of control in terms of power in a situation like that since one of the balancing factors it has is that characters able to proc it quickly lack the resistances to make the health they gain go very far but if a tank is getting the healing based on other characters attack speed then it could stretch a lot further.
