Question on Fervor of Battle and Early/Late Game Strategies

I have been reading up on the new masteries and everything I have read to this point says: "If your an AD carrie then take Warlords Bloodlust"

You also have Oppressor and Bounty Hunter to take into consideration with many taking Bounty Hunter.

In my opinion it seems like Warlords Bloodlust and Bounty Hunter are mid game to late game choices. Your goal is to start your snowball midgame with Bounty Hunter and carrie that into late game multi kills with warlords.

Would it make sense that Champions like Jinx and KogMaw that have auto attack steroids with supports that have built in snares/exhaust to go Oppressor and fervor of battle. Both of these masters seem aimed at gaining an early game advantage and carrying that lead into mid game and finishing before late game even happens. Also, there is a new minion mechanic that rewards teams that can get an early lead.

Could someone with better theocrafting knowledge confirm or deny my hypothesis

Thanks

It makes sense on Kog for sure, since he is now really strong with an on-hit attackspeed build. Late game its +80 on-hit which is nothing to laugh at when you are attacking 5x per second. Thats 400 dmg a second without even factoring in base AD or any other On-hit effects.

If it is able to Crit, that is 800 per second.
