So raise base ms, AS and ad.. like 5 MS .02AS and 3 AD so he can trade the lane little better.

just that right now its more like. shit early, meh mid, meh late. hes not nearly rewarded enough with a mid or lategame powerspike for how bad his early game is.
right now hes outperformed by 
at all stages of the game. she can literally stat check him around lvl 6 when shes behind in items and gold, and outscale him further lategame. and irelia isnt even considered a strong pick currently.
matchup that was traditionally one of his strongest matchups in the game, wich he clearly used to win in the past actually tilted into her favour. riven right now has like a 52% winrate against garen and can be considered his counter at this time.
someone did mention, that theyre planning on changes to garen soon, but i couldnt find the rioter comment. so no idea how credible that information is.
his current early game is so bad that he should scale into lategame like

NovaDisk1 votesGaren outscales Renekton if you use Fervor and Titanic. But yeah his lategame is quite bad, and if you're unable to use Fervor/Titanic you'll be slapping people with a wet noodle unless they're the Villain.
Infinite stacking on his W would significantly improve his lategame while preventing him from being oppressive.
