Are we just gonna ignore the clown?

It's come to my attention that with the jungle changes coming with the latest season that smite will now be able to be used on champions for - what I hear - is half the true damage it would normally do to a jungle mob or enemy minion. Now, I ask for anyone that has been playing or keeping up with the PBE so far to answer this question; Does the new true damage stacked with ignite on Shaco seem or feel broken at all? With his already snowball nature, I'd expect with the new smite altering items that give additional stats, he'd be extremely difficult and infuriating to play against. Could anyone explain any balancing that's been done besides the smite cooldown or is Shaco just the same as he's always been and smite makes little difference?
