Has ap scaling utility been a noticable thing?

So, a rather long long time ago core supports (and Kayle) had AP scalings given to their utility. (like slows, stat buffs, etc.) Most of them took a hit to their base values for that.

I've been curious if people have been recognising the scalings, been able to utilise them (do you actually buy much ap on, say, Nami?), and if riot thinks those changes worked out as they hoped.

Therefore, what do you think, were the base nerfs worth it? Maybe only on specific champs like Janna? (Considering Lulu even had to lose her scaling on Q slow again for solo lane balance) Did they give more reasons to pick champs affected over others? Or are they just kind of there?

I made a similar thread about a week ago. Maybe you can find some opinions there. What do you think of utility scaling on supports?

The biggest problem for me with AP scaling is that a large part still goes to damage. Therefore I personally only buy AP when I also want damage (when I am ahead for example). Most games I go for active items, CDR and tankiness.
