21 tank on supports like Leona, Braum, Thresh etc.?

Tank supports are generally lane bullies which means they get in the ADC's/Support's face and combo them. That being the case, should they run 21 tank so they don't get kited? They don't really scale that well with items either, is 14-16 points in utility really worth it?
