Twitch, Vayne, and Cutlass.

As a lot of us know (those of us that read the patch notes at least,) BF sword got a pretty huge cost decrease, thus allowing MOST adcs to get to their power spikes a little bit earlier. Now here's my complaint. The cost of cutlass is really screwing over what were top tier adcs like kalista vayne and twitch. How does bf sword and the cost of cutlass have anything to do with win rates? Well before the cost decrease of bf sword, it was 1,500. Cutlass was and still is 1650. Say there was a bot lane that consisted of Draven vs Vayne. They would reach their power spikes around relatively the same time, because they costed about the same. Of course whoever was ahead would still reach their power spike first, but thats besides the point. Now with BF Sword costing 200 gold, or 5-6 waves less, (not sure the cost of a single wave) champions like Draven, Miss fourtune, Lucian, etc will now reach their power spikes before champions like vayne, twitch, Kalista. And since this season is already all about snow balling, it really hurts these champions that rush or used to rush bork because they are already behind if they try to build this item. I hope someone from riot will see this and take this into consideration of buffing cutlass by making the cost lower. Because I honestly think that the wins rates of these 3 champions counters have went up an extreme amount after this BF sword buff.

~Side point: Please give twitch some kind of CC to kite better, his slow isn't good. Please nerf some tank items or buff some pen items. Tired of rammus being able to get steraks and thornmail and being unkillable even with dominik's regard.
