Rotating Gamemodes

This is getting really stupid. If URF is so highly requested, why doesn't Riot want to give it to us? I understand that they only promised "at least twice this year" but still. Everyone wants to play URF and if I'm not wrong, it's been almost 3 months since we had URF. Someone explain to me why Riot would rather keep it from us even though we want URF than give it to us since it's a highly requested gamemode.
