This really doesn't make sense. Why is URF the majority of the player base's favorite gamemode but it's the most rare one? Why would Riot rarely give us the gamemode that we want?

You can't say it's the most popular game mode without stats to back it up.
That's a good question.
If it's such a special game mode, then it only makes sense to have it on not nearly as often as the others. It's like Christmas; it wouldn't be nearly as special if it came, say, once a month, now would it?
It's the most popular, that's why they make it rare to keep the player's hype for it and keep them interested in the game. But their plan backfired and their players only visit when URF is up :P
