It should hover above you for a few seconds after you get declared the villain, but just get turned into a debuff after a while. It gets kind of annoying to be farming a lane or jungle that isn't against Garen and to see that floating up there. If you happen to get into combat with a Garen, maybe it could come back to above you. I get kind of annoyed by having a large icon floating above me like that.

Well, there's always the possiblity of the icon appearing when you have vision of Garen within X range of you so we can have the best of both worlds.
First you get the icon as normal - after 5 seconds it fades. Then when you have vision of Garen and are within X range, icon reappears. Then if you lose sight/leave the range, the icon fades again over 5 seconds.
