"WE wouldn't want to punish the enemy for being ahead"

Why was this the case when we talked about garen's villian but what about lethality, where its more effective the higher level the enemy is?

Because it is more balanced than basing it off your own level which promotes snowballing. The way it is now lethality isn't that useful when behind comparatively to other stats and when you are ahead the enemy is leveling less so you don't snowball as hard with it.

As if they don't two shot everyone anyways.

Yeah, and think about how much worse it would be if their two shotting ability was based off their level instead of yours, because if you are ahead you will probably win anyways, but if they are ahead they just get even stronger.

Villain isn't really punishing you if you are 'ahead'... It's just whoever has the highest bounty. Lethality doesn't punish you for being ahead. It just scales with your level. There is a difference.
