Really, does an adc need such a strong stalling move? Riot has said they want to have shorter games and less turtling, but for some reason it's okay to let
stop teamfights and sieges with a wall of 2 second roots.
Trying to take this tower? Good luck with one person hitting it. Trying to contest dragon? You're going to have to take the long way. You want to initiate? Good luck getting any followup.
Really, the only other characters I can think of with that much power to keep people from fighting are

and you can kill/walk by Heimer's turrets.
tl;dr there definitely is counterplay, but it's boring as hell and sucks the fun out of playing.
