I Bought Lissandra
She looked really interesting and fun.
Turns out she sucks pretty bad.
Is there a way I can return her and get my IP back?

"She sucks pretty bad"
When OP doesn't want to admit he's the sucky one.

Turns out she sucks pretty bad.
Are you sure you're not the one that sucks?
You get 3 refunds. Go to store> recent purchases and there should be a refund button next to the champ.
I'd say just keep her. No worth the use of a refund. Specially for just IP.
What? Lissandra sucks pretty bad? Man....in my opinion, Lissandra is pretty good, especially that now her ult heals her. She isn't that easy to play, but once you get used with her abilities, you'll find her very fun to play and thanks to her kit you can outplay your opponent very good. You can play her on top and your W can be really painfull for champions like Volibear, Garen....they will never get close to you, since their gap closers aren't point and click and you can keep harrasing them while you're safe and if someone ganking you just use E and go safe to your turret. Also, Lissandra can counter very good champions like Katarina, Zed, Ahri, Fizz, that are played very often on mid. You can even play her as a support and you can harrass a lot with her Q because of your passive...also, once you hit lvl 6 there is a pretty much guaranteed kill if your adc follow you when you ult the enemy adc. I really enjoy playing Lissandra...and before refund a champion, think twice.
Lissandra is a short range anti-assassin mage. Utility is so important past a certain point in this game, and that's exactly what she brings. You'll see.
She's one of those champions that takes time to pick up, and like many champions who take time to use effectively, the pay off for learning her is pretty high. Many people I know have carried themselves into higher ELOs playing Lissandra. If you're someone who is used to playing champions like Yasuo, then she's not going to be your cup of tea. I think you should stick with learning her if you liked her concept though. You can take her mid lane or top lane depending on the composition.
Lissandra has nice mixture of soft and hard CC tied into her abilities, a gap closer, a self heal, 2.5 second invulnerability without Zhonyas (An item most players build on top of this), and nice AoE damage. Another thing I like about Lissandra is her damage output is not reliant on her ultimate like so many champions. Her passive is meh, but maybe that's because I rarely find managing mana on Lissandra a difficult task. It's also not a great passive to have late game. Her cooldowns can seem a bit high too.
Farming with Lissandra is simple, and the laning phase shouldn't present you with too many problems. It's easy to escape ganks with Lissandra, and she also provides great ganks. It should go without saying that she's a great team fighter/innitiator too, but I should mention it in case you didn't know that.
All in all she's a great champion. She could use a new passive, but I don't think there's a lot holding her back besides that. More importantly though, don't waste 1 of your only 3 refunds on an IP purchase. You will regret it.
how are you using her?
she is a good top
get
at first, and use her Q to last hit several minions.
realize activating E twice gives you mobility.
use W and R under turret.
for extra free damage.
