As what I believe to be a typical Level 30 player, I think it's fair to say that no one uses Tier 1 and 2 runes anymore. I was thinking that maybe the addition of a feature to either delete outright or refund the runes you have bought, as many players while going from Levels 1-30 may have bought Tier 1 and 2 runes, would be a great addition to the game. Thoughts?

As someone who's wasted/used a lot of IP on tier 1/2 runes, Riot should allow a function to sell all the old runes once you hit Lv 30. Not only will this save IP that you can use for a Champ or rune page, It removes the clutter of obsolete runes just lying around.
A sell back/ttade-in option would be great, but I'd honestly be happy with the simple option of deleting them from my rune list.

I would AT LEAST like the client to remember that I unchecked the Tier 1 and 2 boxes, so I don't have to look at them when building rune pages. I don't care about the IP, I just don't want to see them anymore.
This addition would be really useful since they take up so much space.
The fact that they sell tier 1 and 2 runes that are utterly useless just leaves a bad taste in my mouth. For a company that prides itself on its f2p model and claims to not be greedy, taking advantage of players lack of knowledge and tricking them into buying useless things is pretty crappy.
tier 1 runes are really cheap Some of them go as cheap as 5 ip. You can play like 3 games, and have a full rune page of tier 1 if you are new to the game.
Tier 2 runes are also really cheap right now. The most expensive ones are 100 ip (the quints) and are very affordable for new players.
People say nobody buys them, but seeing as how they are next to free, you might as well get them if you can't afford (or aren't high enough leveled for) t3 runes.
What they should do is letting runes rank tier on player level:
Runes should be available starting from level 10:
This way when you arrive to level 30 you only have tier 3 runes.
They won't get rid of them because stupid people pay money for them.

Since the lvl one runes are worth on average 7 ip, and the t2 runes are worth around 30 average, you wouldnt get much of a refund now
Tier 1 runes are excellent for any player who isn't willing to invest into tier 3 yet.
Tier 3 are 10x the price and not even 2x the stats,
Tier 1 are a temporary cheap solution.
Great idea. I can destroy all my tier 1 and 2 runes, then I can buy them back so I have a full collection again. What else am I going to use my IP on? I only have 7 champions left to buy and then gg for IP
