Well, you can get banned for intentionally feeding, its just that it has to be done often enough and in a very clear way. It does in fact lead to a huge flaw when it comes to banning people, as you will much more likely be punished for chat related offenses (something as minor as calling an 0/20 feeder "bad"), than you would be for intentionally feeding.
