New Jungle XP Actually Slows Level 6

While not the most common clear, there is an "optimum jungle clear" for reaching level 6 as fast as possible. The clear was to take Krugs, Raptors, Wolves, and Gromp (or reverse), and ward your buffs while you back and grab a second jungle component (machete or talisman). Then you'd do Krugs, Red, Raptors, Wolves, Blue, and Gromp. Back once more with some gold for components and finally kill 1 more camp for level 6. This would get you to level 6 between 6-7 minutes in.

This route no longer lets you hit level 6. Thanks to the experience boosts of Talisman and Machete no longer stacking, you actually gain less experience to the point where you need an extra 1-2 camps to actually reach level 6.

This buff was intended to increase jungler experience, but it decreases its optimal XP. Can a Rioter chime in on whether or not this was an intended effect of the change, and why?
