Unsure if Bug or Feature: LeBlanc Passive + TLD

Proccing LB's passive does not proc Thunderlord's Decree.

I do not know if this is intentional, seeing as passives tend to be rather hit-or-miss with proccing the keystone, but I did a quick search and did not see anyone mentioning it on the boards.

If I could get a Rioter to confirm whether or not this is intended, that would be appreciated.
