According to the third party site champion.gg, LeBlanc has a <50% win ratio until players have a minimum of 50 games of experience on her, and even then only barely breaching 50%.

My question stems from this. Do you think this is appropriate for an assassin champion, a class which is typically considered 'high impact'? Do you think this is because LB needs a little help, or is it just that lately meta shifts have not favored her? Outside of Master tier she seemed nearly irrelevant during the assassin meta, often being a weak pick, and now with tanks coming to the forefront it seems unlikely she will make a resurgence in the near future.

Further question, what is the standard MO for Riot regarding champions that are weak due to meta shifts rather than due to a lacking kit? Is it okay for champions to fall in their ability to impact games for a time under the understanding that they will return to relevancy later, or do you guys feel that champions should be kept always feeling at least somewhat impactful regardless of the top tier picks of the month?
