@Riot Context on Fervor of Battle Changes?

For those that don't know, Fervor of Battle has changes on the PBE right now switching it from 8 stacks of up to 14 on-hit damage to 10 stacks of up to 6 AD.

The intent of this change seems pretty clear, move Fervor off of many auto based champions like Kayle, Teemo, Olaf, etc and onto the ADC's exclusively, being that they will benefit from crit and still get the same kind of damage output from it.

My question is just about why? Have you at Riot decided that the on-hit was causing unhealthy play? Is there any plan for getting on-hit champions something better to work with?

I'm asking because I was under the impression that the new mastery system was meant to be one about choices rather than "this is the obvious strongest", but it seems like many champions are being pushed out of this choice, and it seems that any ADC's who are taking it are being forced into building crit. I'm not saying that's the intent, it's just the way it feels from my perspective.

Anyone who can shed some light on this decision?

Riot: "We only want ADCs that are using it and Yasuo to be OP, not anybody else. They can just use one of the other trees that don't have any options for them either."

Its not "moving it onto ADCs exclusively" Its still actually good on on-hit champions. Yes, it's a nerf for on-hit champions, but it would be wrong to say it was a nerf without acknowledging that it was very, very strong, especially on champions who scaled primarily off attack speed. After the change, while it will be particularly better for crit ADCs, it will also be better for nearly anyone who has abilities with significant AD scaling.
