Elo Boosting

Just curious what Riot's policy is about ELO Boosting. I started laughing because of the amount of threads right here on Riot's boards talking about how " i was boosted to diamond 2" and "my buddies were boosted to master" and so on. The google search is also hysterical seeing how these systems beat the IP addressed and what not. For people dumb enough to pay for a service to "look" good on a game, they seem to be having their way with it.

They typically ban people who boost others and the one that get boosted.

So even though, as mentioned in a previous post, these pro streamers and there smurf accounts talking about elo boosting go on streaming, they are actively trying to eliminate this and see it as a threat?
