His Gravity Field takes way more work (and often, a lot of luck) to set up than a Lux bind.
His Ult ticks instead of delivering instant damage on the scale of Lux's R. People can easily Flash or Dash out of it (the instant damage is quite low for an Ult).
He has much less range, and he has no point blank low cool down self-defence tool like a Lux Q.

You can't dodge his Q, his E if he starts the beam right on you, or his ult if he drops it on your head.
His range does suffer, but it's kinda fair considering he can pump out damage MUCH faster than Lux.
In the time it takes Lux to cast her R, Vik already dumped all his spells on you and is moving on to his next victim.

He'd have a Witch Doctor controlling the elements type of look (with a Crash Bandicoot boss type mask) with a staff with a massive diamond on it. And then like Lux he could be upgraded to control various elements throughout the game.

Also, Lux's Ult is already one of the most reliable abilities in the game.
Its a call for consistency.
