He doesn't scale really well with crit and isn't known for consistent autoattacks. Rather he tends to spam Tri Force induced seizures at enemies via his Q. Heck even his ult isn't used except for waveclearing/sniping.

Lethality itemization also sucks, especially for an ADC that needs mana.
What would you rather have: an added 160-250 Q damage, or an added 66 damage and a small percentile damage increase?
Randomonium2 votesBecause he deals mixed damage. His W, E, R all deal magic damage so they don't scale well with lethality. His Q also applies on hit effects which is what makes BotRK so viable on him. Dealing 8% health from over 1100 units away is pretty damn nice.
Blue Kaozi2 votes1.He needs the trinity force early for harass. The extra damage from the proc makes his q go from ok harass to great harass.
2.Lethality would be better him more if his w / e / r did physical damage.
3.If he's going manamune (which he typically needs so he can spam) he needs to start is ASAP so it can be completed before he starts to get outscaled (making an early yomuus not as good).
I'm not saying lethality wouldn't be a decent build, but I'd probably only do it if I got really fed.
I'd also probably run hybrid pen on him over pure lethality due to how much of his damage is magic.
