Since Garen now deals bonus damage to the "villain" (Last enemy to kill someone) why not give him a gold bonus for killing the villain? Since most villains will have a bounty? (a small amount of gold of course)
or Lets talk about skarners shield "Crystalline Exoskeleton"
12/13/14/15/16% of Skarner's maximum Health (+0.8 ability power) <Current how about 5/7/9/11/12% ? 16% seems a bit much.
