Why isn't Blitzcrank on the champion rework list ?

Ok, let me start this out saying that this is not a post complaining about a OP or a UP champion, it's a post about a champion that I think deserves a rework. Blitzcrank is by far, one of the most annoying champions to face, and it absolutely destroys the game for anyone above 90 ping, since the only counter play to him is to dodge. And again, no matter how good of a support you are, if your adc gets hooked you can nothing because unlike the other "hooking" supports (Thresh, Naut and Leona), you go to the blitz, not the blitz that goes to you. This removes all counter play because the adc is going to get knocked up and silenced, and they support probably won't be able to do anything. On the other hand, if its a badcrank, then he is more useless then a pre rework Eve, only providing a possible hook, and depending on who he pulls in, he can fuck up his entire time (Mega Gnar, Amumu, Nunu, Olaf, Shyvanna). His kit is very binary and provides too much , or too little, and you are reworking Caitlyn for that same reason, she feels oppressive when ahead yet useless when behind. I used to ask for a nerf, but I realized that if they where to nerf him, it would gut him, and that is not what we want either. So yeah, does Riot have any plans for him ? I know that definitely not for the off season , since you guys are focused on the Shen, Poppy and Taric reworks, but IDK , maybe after the preseason ?
