Please for the love of all that is good. Make rammus W a 20% or 25% or even a slow from 60% that scales down as you level up W. Or move that slow over to taunt. I get the whole "we want a reason to make him not always use W" but there is a million and two other champions like that who dont take a massive penalty. He has no escape now so you 100% dedicate to every fight even if you didnt start it.

Râmmus Bot1 votesYou have no viable escape. Its super easy to cancel his Q, you take way to much damage with W off but you cant escape with W on. If the enemy goes on you your dead, if you go in you have to have W on but you cant move. Way to kiteable. Not like you can use Q for more movement speed when someone is on top of you because you had only 190 or 220 movement speed
zafey1 votesif you're too close to the enemy, you'll just knock them back a little and won't be able to escape. most of the time when someone uses W it's useless to escape with Q because like I said above. you're in range of that knock-back.

You have no way to close now, and if they interrupt powerball (Which is possible now since riot decided it needed to be a channel... what next? stun interrupts garen E because his damage was (LOL) too reliable?) You don't even have the option of turning on your defensive steroid while you try and close on the marksmen, who is naturally you're primary target as a single lockdown anti-ad tank like rammus is.
This entire rework was poorly thought out, and i wouldn't be surprised if something as silly as AP rammus focusing on his ult slow with rylias became his highest winrate.
