Why Does Graves Have 340 Base Move Speed?

How is it ok that a marksman has 340 base speed? This is every champion with 340 base speed and a ranged auto attack: Graves Brand Malzahar Heimerdinger Ryze Veigar Vel'Koz Xerath. Why does a marksman, who has a dash and 3 abilities that go farther than his auto attacks, have the move speed of an immobile mage (or Ryze :p )?

Graves is a hybrid fighter/marksman and I think in most ways he is evaluated as a fighter. His auto range is truly pathetic for a marksman and he actually wants to get virtually in melee range to access most of his damage so he needs movespeed in addition to his dash to position properly.
