Did Blitzcrank's pull's hitbox shrink?

I used to main Blitz from about levels 4-25. I know very well how his pull used to hit and how it does now. The past games I've played with him, my hook has literally gone THROUGH people and magically doesn't hit when hitting someone's arm. When I mained him, his pull used to hit if the champion's hair got hit. Now Blitz can't even utilize his pull for me which generally identifies him.
