Can you raise Talon's ult cooldown?

Whoever thought that having Talon's ult on a 1-minute cooldown at rank 1 with NO CDR was insane. Talon is already strong enough throughout the game and meanwhile you can't fight him or gank him early as he either ults you whenever you walk to lane and kills you with his balanced burst or he ults as you try to gank and just safely waltzes back to his tower. Talon is being playing a lot too... hmm wonder why. Not even Zed has his ult on this low of a cooldown that early. Talon's ult is even on a lower cooldown at max rank than almost every ultimate in the game. For an assassin who's build focuses cdr to be able to still ult you at level 6 every minute with no cdr is extremely stupid. Would it be that hard to just increase the cooldown so when he gets cdr, he actually is rewarded for it instead of reducing his ult cooldown by 2 seconds? For such a snowbally champion, he doesn't need to be the next Akali who can just spam all his shit. And he even uses mana and his cooldowns are this low! I could understand if it was energy, but no it's mana! And unless you're using your spells every 2 seconds you won't go OOM. At least giving him energy would make him unable to Rake you twice in 4 seconds as he would be out of energy early. No champion with such a good laning phase should have the power to 100-0 someone the second he reaches 6. That's just logic.

If you want rank 3 cooldown to be the same, go ahead, but he needs his ult cooldown to not be up while the enemy laner's is still on half cooldown.

Talon's base cooldown on his ult at rank 1 is 75 seconds. You can gank him early - there's something called pre-level 6 in this game. Even after level 6, a pink ward can ruin his day. Talon has a pick rate between 5% and 6% with less than a 1% ban rate from what I'm seeing. If that's "played a lot" then I'd like to see what isn't. Even at max rank and with 40% CDR, Rake is on a 6 second cooldown. I'd love to see Talon using Rake twice in the laning phase in 4 seconds if at all. Talon has a piss-poor laning phase compared to most champs in this game pre-6, I don't know what you're smoking. I'd assume the reason his ult's cooldown is so low because his Rake and Cutthroat are on fairly long CD's even with max CDR.

It's obvious that I'm biased about Talon, but I'm just clearing up some false information you provided in the OP.

Except you can't fight Talon pre-6 either because he has such high burst at level 3...

Levels 1-4 are actually the best time to fight/bully him. Assuming he took one point in his Q, W, and E by level 3, only two of his abilities deal damage. His E only boosts his damage by 3% at rank 1 so that's almost negligible. The initial burst of his Q/W might seem a little high at around levels 3-4 but he's got nothing after that for a long time due to high cooldowns. Any time he tries to poke with his W in lane and does not hit you, jump on him since he has no real way of retaliation for a while. The only times he'd really be able to kill someone before level ~5 is because someone was overextended and he was able to continue to slow/auto attack his lane opponent all the way down the lane. Levels 5-6 is the time where trading becomes tough with him since he gets enough points in his W to do more than just poke and he gets his ult.

You forget that AD champions are naturally better at 1v1 than others, so unless you're playing Yasuo or Zed, that's not really a good choice.

i would rather deal with talon over zed anyday of the week his ult has a low cd big whoop. thats your concern. zed has his w to jump away at lvl 1 which is by far more annoying then talon ever is

Talon needs 80% base CDR on his ult, because funzies.

Because URF is non-existent and should be put in as a permanent gamemode even after Riot has said no for the past year.... brilliant.

Talon needs no nerfs, he is fine.

Coming from someone who is in Plat 1 off of Katarina... very convincing assassins should be buffed.

When did I say assassins need buffs? We are also talking about talon not kat so your reply was pretty useless.
