His E is kind of a dash, but he technically gets removed from the map the second he presses E until he lands, so there is nothing for Poppy W to target.
It likely has to do with the untargetability.
Most people already explained but it is due to the fact that Fizz is not targetable while he performs his e. SPOILER ALERT: the same thing is true with Yasuo ulti. You can stop his e but Yasuo is not targetable when he moves to ulti a knocked up enemy.
Because heaven forbid Fizz has a counter.
Untargetable. Even Azir's ult doesn't block it except for the brief period of time when Azir's ult was blocking flashes.
And the brief period after that when it was blocking almost nothing but things it shouldn't.
Which was followed by the brief period where it blocked nothing at all.
But he's still good enough to nerf guiz come on plz.
Its a dash that makes him untargetable. The untargetable trumps her W.
Because they have created another yasuo windwall type ability where it stops what it stops and doesn't stop what it doesn't stop and you need to know its interaction with every ability in the game individually because they make no sense.

What's worse is that it also doesn't stop 
from destroying you. Since he has no dashes. Kennen=too OP
I just had a match today against a Kennen Top. I was pretty salty after...let's just say Kennen is one of Poppy's hardest counters.
Poppy's W stop fizz Q/Irelia Q/Wukong E but it does not stop Lee Sin's Q. Favoritism
Also doesn't stop Ahri dashes because of the invulnerability.
It only blocks dashes fizz e is specifically not a dash
Like a ezreal e fizz is un-targetable during his playful trickster. It works like flash instead of like a dash.
I think Poppy W should stop Fizz ult because technically the shark dashes out of the ground and because the shark dashes he should be stopped by Poppy W
it also stops Lu Kangs dragon kick.
