@Riot - Are you sure you shouldn't be looking at the other hextech item (GLP) instead of protobelt?

Looking at both items, they're actually similar. Utility gunblade items which shoot projectiles in a specific direction. Each of the items also have the exact amount of health (300 HP).

Yet for some reason, GLP is actually more expensive. It also is used less even upon the fact that it provides more AP, has mana, and a catalyst esque passive. Then again, considering the fact that the item has a ridiculous delay on an active, it puts a sour taste on the user than the other.

Heck, if the item were to compete with other similar items, - and , it still stands out as the loser.

In the case of RoA, while it doesn't have an active slow, RoA is cheaper, starts you off with the same health, gives you more AP, and health, and costs less.

As for Rylai's, while it costs a bit more, has more AP, more health, and a more reliable slow.

So here's my suggestion:

1. Reduce the cost of the item to RoA level and make the item more reliable at the cost of less mana. Considering both items are rivals of each other, there should be a decision to pick one or the other. But as of right now, RoA is always the better choice.

2. Keep the price the same, reduce the active delay and maybe the slow, but improve the catalyst-esque healing of the item to heal based on a base amount (say 12) + %X of either missing or maximum health. This would bring the catalyst item as the healing alternative to RoA. The high price would deter users from rushing it too early but its passive heal would be a decent incentive to pick it up.

Here's hoping something is done to the item unlike our forgotten warrior - . The item was created recently so I really hope something is done to the item.
