The percent max health damage isn't dealt until after he is slowed, so it wouldn't lessen the slow anyways.

No, Surge won't make him immune to the slow he gets from Devour.

The idea would be to get the buff and then Devour.

Yep, you're right. Forgot it gives slow immunity now.

I main Tahm. That's actually a really good idea, but the trick is to deal 30% HP without your Devour. However, I believe it would work, since a self-slow is still a slow.
