Seriously thinking about item skins though, besides ZZ'Rot what would you actually change though? Besides a particle effect all other items are represented only by an icon that I can think of.

Paying to change the icon would not be a good idea because part of gameplay is being able to hit tab and quickly identify what everyone is building and adjust your build accordingly.

Although possible, it's also impossible. Being some items get removed and retire, I don't think Riot would invest the time and money on such super duper awesome stuff like this even if they would love to :( . They're not gonna risk it :3
