I'm fairly certain this idea was touched on in the past, but I wouldn't mind poking you (Xypherous) again on it. What's the general item-balance feeling about having Champions have unique lockouts to prevent them from using certain items? For example, locking Brand out of using any support gold generating item and sight stone, which would massively kill his efficacy in the support role. To me, this kind of tool seems natural in keeping certain 'extreme' champions from sidestepping into roles they cause problems in, versus wholesale 'lets rework all of the Frostqueen line' system solutions I see.
