Why is Maokai able to out damage Garen ?
Garen was made so he has no mobility or CC in exchange for tank and damage.
So why is Maokai allowed to outdamage Garen, by having Tank, CC, mobility, and Damage ?

there is absolutely no context to this (aka, levels/builds/masteries/etc) so do you just want people to mindlessly agree or did you have an actual point to make here?

I think it's more that Maokai can outlast Garen in a drawn out fight because he has combat sustain while Garen does not.
This is just a generalized guess. It also depends on builds and levels.
Well, if Garen doesn't have Grievous Wounds anywhere and the fight is a 1 vs 1, Maokai has the upper hand the longer the fight goes on based on the fact that he has in combat healing by using his spells and outplay potential with his W (avoiding a portion of Garen's damage since he's untargetable). He also can activate his ult to reduce damage by 20%. Garen has his % reduction too.
Idk, extended fighting would probably favor Maokai more than Garen just because of Maokai's HP% and ability to heal in combat (which is increased by 25%+ since it's rare Maokai doesn't have Spirit Visage at some point).
You just said Garen has no mobility and Maokai does. Why isn't this in memes and games?

What are you smoking? Garen's full combo of Q, E, R can outdamage Maokai any day.
Garen's E deals, at Level 16, 300 (+370% AD) physical damage and shreds 25% of the target's armor for 60% of that damage. His Q deals 130 (+140% AD) physical damage, which is huge on a Juggernaut. Finally, his R deals 525 (+40% missing health) magic damage!
This is if the target ISN'T the Villain, upon which you can add a total of 11% max health true damage to all that and convert the damage dealt by his R into true damage.
Total Damage Dealt by Garen: Physical Damage: 430 (+510% AD) (with 25% Armor Shred for ~50% of the damage) True Damage (against Villains): 525 (+40% missing health) (+11% max health) Total (excluding resistances): 955 (+510% AD) (+40% missing health) (with 25% Armor Shred for ~50% of Physical damage) Total (excluding resistances) Against Villain: 955 (+510% AD) (+11% max health) (+40% missing health) (with 25% Armor Shred for ~50% of Physical damage)
Maokai, in comparison, deals 250 (+40% AP) magic damage with his Q, 13% (+3% per 100 AP) magic damage with his W, up to 360 (+100% AP) with his E (unlikely), and 400 (+50% AP) magic damage.
Total Damage Dealt by Maokai: Magic Damage: 1010 (+190% AP) plus 13% max health (+3% per 100 AP) Total (excluding resistances): ^^^
This isn't even including basic attacks, and I don't think you want to include that if you are betting on Maokai since Garen is an AD Juggernaut and Maokai is an AP Tank.
Maokai's ult is an AOE that does more damage, for the damage he takes.
most people build armor then wonder why a lux ult could kill a garen or why a maokai killed garen with 400 armor and 40 mr

Why are you complaining about garens damage? lol. Like, i think all tanks need a small dmg nerf, but i think your argument would be better if you compared moakai to someone who actually doesnt do 1100 true damage with a non-skill shot R.
because even though every lane tank has a massive defensive steroid they need high base damages too
